International relations scholar Ivan Arreguín-Toft later sharpened that logic into a theory of strategic interaction between opponents."}},{"type":"paragraph","data":{"text":"Kyiv takes both perspectives into account, but pushes further: it rejects asymmetry as a stopgap solution and instead makes it doctrine."}},{"type":"header","data":{"text":"Institutionalizing Asymmetry","level":2}},{"type":"paragraph","data":{"text":"The Ukrainian model of asymmetry is distinctive because of the deep coordination between the state, civil society, private tech actors, and an open-source intelligence apparatus. "}},{"type":"paragraph","data":{"text":"Through this sophistication, Ukraine has directly challenged long-held assumptions about how smaller states resist greater powers."}},{"type":"paragraph","data":{"text":"Ukraine's strategy is configurative by nature, reflected in the restructured organization of its armed forces. But it abandons the improvisational character of classical insurgency. Kyiv institutionalized asymmetry and adapted it for state-on-state battle through a mix of state-led defense, grassroots participation, and modern technology."}},{"type":"paragraph","data":{"text":"It's asymmetry run by a government."}},{"type":"paragraph","data":{"text":"Kyiv recognizes its conventional disadvantage against Moscow, so playing by rules that favor Russia was never a logical option. Remote warfare represents asymmetry in both scale and cost. "}},{"type":"paragraph","data":{"text":"Swarming tactics, loitering munitions, and improvised drone strikes reflect a doctrine in which adaptability trumps conventional industrial superiority. "}},{"type":"paragraph","data":{"text":"This technological imbalance, by playing on psychological and political dimensions alike, has reshaped both the battlefield and global perception of the conflict."}},{"type":"header","data":{"text":"Intelligence Built by Civilians","level":2}},{"type":"paragraph","data":{"text":"None of this works without solid intelligence. Information warfare is the second pillar of Ukraine's arsenal. "}},{"type":"paragraph","data":{"text":"Kyiv built a decentralized network of journalists and civilians who monitor Russian movements and counter Kremlin disinformation. This system relies on open-source intelligence, piecing together publicly available information and turning it into usable intelligence. "}},{"type":"paragraph","data":{"text":"By involving civilians, Ukraine broadened the scope of information-gathering well beyond classified channels or military reconnaissance: everyday tools and tasks became strategic instruments. "}},{"type":"paragraph","data":{"text":"The result has been a wider Ukrainian operational picture and stronger Western support, sustained by control of the war's narrative. While Russia has struggled to achieve informational supremacy, Ukraine has turned transparency into a weapon. "}},{"type":"paragraph","data":{"text":"This open, participatory information strategy gives ordinary civilians real agency in the war effort and it marks a broader shift in warfare in two ways. "}},{"type":"paragraph","data":{"text":"First, it confirms that war is no longer the exclusive domain of military and political elites. Second, it turns information itself into a strategic front, blurring the line between battlefield and media, combatant and citizen."}},{"type":"header","data":{"text":"A Whole-of-Society Defense","level":2}},{"type":"paragraph","data":{"text":"That blurring leads to the third component of Ukraine's model: the integration of civilian effort into a decentralized system of resistance. Ukraine has taken a whole-of-society approach, turning civilians into active contributors to the war effort. "}},{"type":"paragraph","data":{"text":"What distinguishes Kyiv's approach is how tightly this civilian layer is coordinated with the armed forces' \"active defense strategy,\" sharpening effectiveness against Russian forces."}},{"type":"paragraph","data":{"text":"This civilian integration produces asymmetry on multiple levels. It builds unpredictability, fragmenting Russia's centralized posture. And it unites public morale around a shared national identity — a factor the Kremlin has clearly underestimated."}},{"type":"paragraph","data":{"text":"It also illustrates what Mack called the asymmetry of interests between belligerents. "}},{"type":"paragraph","data":{"text":"Ukrainians frame the war as an existential struggle; Moscow pursues territorial gain behind the pretext of \"de-Nazification\" and regime legitimation. That imbalance of interests shapes how much cost — political and military — each side will tolerate. "}},{"type":"paragraph","data":{"text":"Ukraine's ability to strike deep inside Russian territory has tested the Kremlin's political resilience directly. Vladimir Putin has tightened information control under the banner of public security, evident in periodic internet shutdowns. Ukraine's method is, by design, flexible. It turns the war into a fight Russia is structurally unprepared for. "}},{"type":"paragraph","data":{"text":"By making asymmetry a state strategy built on deep civilian participation, Kyiv has shown a strategic mindset capable of adapting quickly to the battlefield's demands. This is \"strategic neutralization\": the goal isn't to exhaust Russia into quitting, but to strand Moscow in a war it cannot win, no matter how long it keeps fighting."}},{"type":"paragraph","data":{"text":"This posture has also exposed the rigidity of Moscow's Soviet-style command structure. Centralized and dependent on mass mobilization, that structure puts Russia at a disadvantage despite its conventional strength, while flexibility, mobility, and adaptability have become the defining features of Ukraine's own command, turning conventional inferiority into a source of strength."}},{"type":"paragraph","data":{"text":"The real test of Ukraine's model isn't whether it works. It has already proven that it does. The test is whether other small states facing similar threats, such as Taiwan or the Baltics, can adopt it: a state-led asymmetric doctrine built on decentralized command, civilian-integrated intelligence, and a drone force with its own chain of command.
