{"blocks":[{"type":"paragraph","data":{"text":"Thirty years ago this year, a small group of states built a multinational brigade that could actually deploy fast: the Standby High Readiness Brigade for UN Operations (SHIRBRIG). "}},{"type":"paragraph","data":{"text":"It existed for 13 years, closing on June 30, 2009. The mechanism rarely comes up in today's peacekeeping reform debates, even though its central goal — getting troops on the ground before a fragile ceasefire collapses — is exactly what current reform efforts are still chasing."}},{"type":"header","data":{"text":"Building a Faster Standby Force","level":2}},{"type":"paragraph","data":{"text":"The idea traces to 1994, when Danish officials began developing a concept for reinforcing the UN's stand-by arrangements system with a faster-reacting tier. "}},{"type":"paragraph","data":{"text":"Denmark ran a working group through 1995, and in early 1996 an Implementation Group of seven states (Austria, Canada, Denmark, the Netherlands, Norway, Poland, and Sweden) settled the brigade's structure, splitting political oversight into a Steering Committee and military planning into a standing Planning Element. "}},{"type":"paragraph","data":{"text":"At full strength, SHIRBRIG could field 4,000 to 5,000 troops, including a brigade headquarters, an integral communications company, infantry battalions, reconnaissance elements, and engineering, medical, and logistics support. "}},{"type":"paragraph","data":{"text":"The Netherlands provided the infantry battalion, reinforced by a Canadian company, while Denmark ran the headquarters company. "}},{"type":"paragraph","data":{"text":"SHIRBRIG went on to support UN missions in Liberia and Sudan and helped plan a regional operation in Côte d'Ivoire, compiling a record across roughly six African peace operations. "}},{"type":"paragraph","data":{"text":"It increasingly turned its planning expertise toward mentoring the African Union's own effort to build standby brigades. "}},{"type":"header","data":{"text":"What SHIRBRIG Got Right and Where It Fell Short","level":2}},{"type":"paragraph","data":{"text":"As scholar Christof Tatschl argues, SHIRBRIG earned the region's trust unusually quickly because its members were mid-sized states with little to no colonial history to answer for and no surplus resources that could tilt the relationship into a lopsided donor-recipient dynamic."}},{"type":"paragraph","data":{"text":"But Tatschl also notes that training and doctrine don't transfer neatly across professional cultures and languages. And the literature points to a deeper gap: SHIRBRIG never posted a permanent liaison officer inside the UN's peacekeeping department, so it had no formal seat at the table — a real cost in the fast-moving politics of conflict response. Photo: UN"}},{"type":"header","data":{"text":"A Model Reformers Are Still Chasing","level":2}},{"type":"paragraph","data":{"text":"Today the UN asks its fastest-reacting member states to commit to deploying within 60 days of a request — twice as long as SHIRBRIG gave its own main force three decades earlier, at a moment of tighter budgets and thinner political appetite for multilateral commitments. "}},{"type":"paragraph","data":{"text":"Meanwhile, the push to lean more on regional partners, from the African Union onward, echoes the model SHIRBRIG pioneered and never quite institutionalized."}},{"type":"paragraph","data":{"text":"None of this argues for resurrecting SHIRBRIG. But its underlying bet — that speed and legitimacy can come from a small coalition of willing, non-great-power states rather than from the UN's own machinery — deserves a second look as reformers hunt for ways to get peacekeepers moving faster.
