Dubbed “Defence Forces Vision 2047,” the strategy sets out reforms aimed at building a more integrated force capable of operating across domains as India adapts to evolving security challenges.
It is structured in short-, medium-, and long-term phases, providing a framework for force modernization, institutional reform, and capability development.
A major focus is improving coordination among the army, navy, and air force through greater joint planning, procurement, and operations as India moves away from service-specific structures toward more integrated command arrangements.
The roadmap also points to advanced technologies, innovation, and modern training as areas of focus as warfare becomes increasingly technology-driven and multi-domain.
Another pillar is defense industrial self-sufficiency under the Aatmanirbhar Bharat initiative, aimed at reducing reliance on foreign suppliers by expanding domestic manufacturing and indigenous defense production.
In recent years, New Delhi has sought to balance that push with selective foreign partnerships, supporting local procurement, technology transfer, and co-development programs that build manufacturing capacity in India.
India’s $81 Billion Defense Push
The roadmap is backed by a significant increase in defense spending, suggesting New Delhi is pairing long-term military reform with immediate procurement and industrial investment.
Earlier this year, the Asian country allocated 7.85 trillion rupees ($81 billion) for its defense budget to support new aircraft, naval platforms, drones, and weapons systems.
Around 75 percent of acquisitions is reserved for the domestic industry.
Funding also increased for the state-run Defence Research and Development Organisation, as well as for digital military infrastructure, including a dedicated allocation for defense optical fiber networks.
