Romania has awarded Quantum Systems a $36-million contract to deliver additional Vector unmanned aerial systems.

Romania has awarded Quantum Systems a 30.7-million-euro ($36-million) contract to deliver additional Vector unmanned aerial systems (UAS).

Under the agreement, Romania will receive 34 Vector reconnaissance drones, with deliveries scheduled for 2027.

The contract also includes 15 Scorpion kits, enabling the fixed-wing drones to be converted into multicopter configurations for greater operational flexibility. 

The acquisition will be financed through the European Union’s Security Action for Europe (SAFE) loan program, through which Bucharest recently secured 16.7 billion euros ($19.49 billion) for military procurement and strategic infrastructure projects. 

“SAFE represents an important step toward strengthening Europe’s defence readiness through scalable procurement and industrial cooperation,” Chief Revenue Officer at Quantum Systems Martin Karkour said.  

“We are proud that Romania has selected Quantum Systems as part of one of the first SAFE-supported projects.”

The country previously ordered Vector systems in June 2024 under an 18.4-million-euro ($19.67-million) contract, with deliveries expected within 36 months. 

Vector UAS

Vector AI is an electric vertical take-off and landing unmanned aerial system developed drawing on operational experience from international military missions, including those in Ukraine. 

Vector delivers real-time, high-resolution imagery for mid-range reconnaissance missions. Its low acoustic signature supports covert operations, while software upgrades enable missions in GPS-denied environments. 

The aircraft has a 2.8-meter (9.18-foot) wingspan, measures 1.63 meters (5.34 feet) in length, and has a maximum takeoff weight of 9.5 kilograms (21 pounds).

It can operate at ranges of up to 60 kilometers (37 miles), fly at speeds exceeding 60 kilometers (37 miles) per hour, and remain airborne for up to three hours. 

Vector features a modular 2-in-1 design that uses the same fuselage, ground control station, data link, sensors, and AI capabilities.

The system can also be reconfigured into a multicopter variant without requiring changes to the avionics, user interface, or operating workflow.
