The updated framework establishes a formal process for handling seized weapons, vehicles, and other tactical capabilities collected or abandoned during combat.
Foreign sales of the equipment can also be used by other state agencies for research, development, and testing under allied defense agreements without additional authorization procedures.
Kyiv said that the move promotes accelerated overhauls, modernization work, and improved production while expanding overseas industrial partnerships.
During the announcement, Ukrainian Deputy Economy Minister Vitalii Kindrativ framed the approach as a “clear system” that accelerated decision-making over gained enemy assets, eliminating legal and bureaucratic obstacles that previously slowed their redistribution and fielding.
He added that those solutions would be “effective” for both local and cooperative military goals.
Ukraine’s decision comes as the war-torn country continues broader efforts to expand defense-industrial collaborations with other countries and boost domestic weapons production.
Kyiv has relied heavily on captured Russian equipment since Moscow’s full-scale invasion in 2022, with Ukrainian forces repairing and redeploying tanks, armored vehicles, and artillery acquired on the battlefield.
