Ukraine has eased customs procedures for domestic defense manufacturers importing foreign components used to produce weapons and military equipment.
The changes are intended to reduce supply bottlenecks by accelerating component logistics and production processes, enabling defense manufacturers to deliver finished weapons and equipment to Ukraine’s armed forces more quickly.
The simplified procedures apply to defense sector enterprises, as well as subcontractors and co-executors involved in state defense procurement contracts.
“Today, over 900 state and private companies and more than 300,000 people provide the army with weapons, equipment, and technologies. And it is in the interests of the state to promote their greatest possible productivity,” stated the Ministry of Defence of Ukraine.
Speeding Up Customs Clearance
The reforms target the customs clearance stage for duty-exempt defense imports, removing administrative steps that previously slowed component deliveries.
As part of the measure, manufacturers will no longer be required to submit certain supporting documents in advance.
Key information will instead be included in the customs declaration, and full paperwork will be provided only if requested by customs authorities.
Kyiv also removed the previous requirement to submit copies of contracts, technical documentation, and product passports three days before customs processing, reducing administrative lead times for incoming shipments.
For classified defense programs, companies will be allowed to submit restricted documentation under applicable secrecy procedures and provide additional information up until the customs declaration is formally filed.
