The attacks on the city, some 200 kilometers (125 miles) from Moscow, hit the night after large-scale Russian strikes on Ukraine killed 24 people in Kyiv.
"Today at night, the territory of the Ryazan region was attacked by 99 enemy drones," Ryazan Governor Pavel Malkov said.
"The number of dead, unfortunately, rose to four people, including a child."
Seven people, he said, were hospitalized.
Malkov said authorities were assessing the extent of the damage.
Russia's Investigative Committee said it had opened a terrorism probe after the strikes, saying they had targeted "residential and civilian infrastructure."
"Two residential multi-story buildings and an industrial facility were damaged," it said.
Unverified social media videos showed plumes of smoke rising over Ryazan, a city of around 500,000, and a high-rise apartment block with several blackened floors.
Kyiv has hit Russia with retaliatory drone strikes throughout Moscow's offensive, but deadly attacks - especially close to Moscow - are rare.
